Foundations of Health IT and Compliance

This unit introduces the U.S. healthcare environment, the health IT landscape, common clinical workflows, and core terminology used by clinicians and IT professionals. It also covers federal regulatory frameworks (HIPAA, HITECH), privacy and breach concepts, and professional organizations and resources that support adoption and continuing education, preparing students for hands-on technical and security topics in subsequent units.

Learning Objectives

• Analyze the U.S. healthcare delivery system and the roles of key health IT organizations and networks (e.g., MGMA, HIMSS, HITRUST, RECs, NHIN) to explain their influence on health IT adoption and interoperability
• Apply standard medical and health IT terminology, color codes, and common clinical workflow concepts to interpret basic clinical documentation and practice processes
• Demonstrate understanding of federal regulatory requirements by identifying HIPAA and HITECH elements—including Title II administrative simplification, electronic data interchange, business associate responsibilities, breach notification, minimum necessary, marketing/sale of PHI, accounting of disclosures, and penalties—and summarize compliance actions
• Evaluate professional resources, communities, and continuing-education channels (local/regional groups, vendor communities, blogs, and professional associations) to develop a plan for staying current and to prepare for advanced units on systems implementation and security
