This unit introduces the emergence of citizen development and the phenomenon of shadow IT, situating them within the changing nature of work and organizational roles. Students will learn the history, stakeholder perspectives, maturity concepts, and risk trade-offs that prepare teams to identify opportunities and plan governed, scalable citizen-driven improvements.
Learning Objectives
- Analyze the causes and consequences of shadow IT and citizen development by identifying at least three drivers and two organizational impacts
- Evaluate the roles of insiders and outsiders in business improvement by comparing stakeholder motivations and outlining governance implications for each
- Apply basic maturity-model concepts and the presented ‘fork’ decision frameworks to assess an organization’s readiness for citizen automation and to recommend an initial strategic direction
- Demonstrate preparation skills for launching a citizen development initiative by creating a brief plan that targets improvement opportunities, estimates scaling benefits, and identifies primary risk tolerances
